My dog's allergies cause scratching & hair loss. Diet or environment?

Pet's info: Dog | Mixed Breed | Male | unneutered | 1 year and 3 months old | 6 lbs

My dog still has allergies, it's been a really long time and still no cure. I eliminated chicken from the diet and substituted with fish. However he still scratches, he seems to be losing weight, has hair loss, mostly scratches his neck area. Is it possible for me to try a vegan diet? Or could it be an environmental issue? I don't know what else to do and I'm scared to try any other source of meat. Any suggestions would be great. Thank you.

I would not try a vegan diet with Toughy. It is not nutritionally appropriate for dogs. I would recommend talking to your veterinarian to see if you can get something called Apoquel or Cytopoint where you are. These are great allergy medications that helps tremendously.
