My dog has strange bumps with black spots in his fur. What is it?

my dog has 4 strange bump like places in his fur (he is a min pin) all but 1 something inside looks black and there seems to be bumps around the area. Pet's info: Dog | Miniature Pinscher | Male | neutered | 9 years and 9 months old | 35 lbs
