Why is my puppy lethargic with green eye discharge and swollen snout?

Question

2 days ago he started being lethargic with green discharge coming out of both eyes more then it is supposed to. Then his nose got dry and it started running. Yesterday his snout around his nose swoll up and he yelps if you gently touch it. Last night his eyes and nose started running really bad. Today I can hear him breathing out of his nose from it being so runny. Sides of his nose are now crusting up along with his left eye being really watery, crusty and green discharge. Still very lethargic. Pet's info: Dog | Labrador Retriever | Male | unneutered | 2 months and 25 days old | 20 lbs
