My dog has lumps on his private area and leg. Should I be concerned?

I’ve came across these lumps on my dogs private area, and on his back leg. He’s always licking these areas. Unsure weather I should be concerned or not? Thanks! Pet's info: Dog | Shih Tzu | Male | unneutered | 1 year and 1 month old | 21 lbs

I can't see any pictures attached to this post but if you can feel or see any lumps this is most likely not normal, you monitor it for a few weeks to evaluate if there is any improvement, if not best option would be to take him to the vet in order to get that checked.
