My cat keeps licking bald spots after fleas. How do I stop her?

We had an issue with fleas a while back, she would constantly clean her stomach. We got Seresto collars and this sorted out the fleas, However she has continued to constantly clean and it seems to be an obsessive behavior. The hair is not growing back so we want to know how to get her to stop cleaning the area constantly in order for the hair to grow back as the hair loss is spreading.
