Why is my Shih Tzu having trouble walking, breathing, and eating?

My shih tzu is having problem walking up right her hind leg is weak ; like while she's walking she almost fall down and she had a hard time going up and lying down on our stairs and she has a problem with breathing like exaustion and her voice is something different she was not interested also in eating.
