Dog collar stuck on leg and neck, too tight. How to remove it at home?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 3 years and 8 months old | 22 lbs

Hi, I just discovered that my dog had her dog collar stuck on her and I can't get it off. It seems to be around her leg and neck so that it is too tight to come off. She doesnt seem to be in pain, only if I try to see if I can get her out and then she licks me incessantly. I don't know how she got her collar stuck on like that, perhaps it was put on weird this morning by someone else. I am without a way to go anywhere right now so need an at home solution. Thanks for your help.

It needs to come off. If you can’t push the leg out or unclip the collar then please cut the collar off. Your dog could get a permanent serious injury if this goes on too long. If needed ask for assistance from a friend or neighbor. In the future have the collar tight enough that she can’t get her leg into it. A picture so we can see all of Bailey (so we can orient ourselves) and then one closer up would both be helpful.
