My budgie seems to be ok with my hand outside his cage like he doesn't move or fly away unless he's at his food bowl and my finger is right next to him and when I put my hand in his cage he scuttles to one end of the perch I was told to start working on moving into his personal space but he won't let me close enough and I don't want to corner him or stress him but I want to hand train him I've had him for about a month now and his cage sits directly next to me am I doing something wrong

It may take a little longer than you thought to get him used to you. Some budgies, if they weren't hand tamed before you got them as little babies, they may always be a little skittish. Try putting his favorite snacks and foods on your hand and holding very still and see if comes over to nibble at that. Keep talking to him and singing to him softly all day so he gets used to you. Try sitting right next to him without moving as well.
