When I take my dog to the dog park the dogs won't leave Buddy's penis alone. He is getting a little annoid with the dogs. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 1 year and 7 months old | 27.5 lbs

If Buddy has had any changes in his urination habits, or if he is licking at himself a lot, take him to the vet to make sure he doesn't have a skin infection in the area, a urinary tract problem, or any other issue that may be making the other dogs especially interested in his penis. If Buddy gets a clean bill of health, though, unfortunately there isn't a lot you can do to regulate the behavior of other dogs. Keep Buddy distracted with a ball or other toy, and just keep moving.
