My pregnant dog has clear discharge and is lifting her leg. Is it labor?

My pregnant dog is standing with her leg up and as far as she can get it away from her vagina. She is also doing this with her tail, what is happening? Also, she has a lot of clear discharge around her vagina and on her legs, is that a sign of labor? Pet's info: Dog | Mixed Breed | Female | unspayed | 1 year and 8 months old | 45 lbs

It can be a sign of labor. A mucus discharge is normal when labor gets close. If you notice a green or brown discharge and there is no progression, then I would have her checked as this is a sign of distress. She is likely doing that motions to try to push and keep herself clean
