Hi, thanks for using Petco Pet Education Center, formerly Petcoach. It looks like Kanye may have a small area of inflammation. This could be from a scratch or insect bite. Keep watch on it and if it gets bigger, changes color or doesn’t get better in a few days I recommend a vet visit to have it assessed to be sure it isn’t a mass or tumor.

I am sorry to hear about Diesel! It is a bit difficult to discern what is going on in these photos. We can have things like insect bites cause red bumps, as well as bacterial or fungal infection of the skin. If he isn't already on a good flea and tick preventative, I would recommend calling your vet to get him started. With the location we could also be having a reaction to a collar. Be sure the collar he has is clean and not too tight. Avoid prong collars or shock collars. You can try putting a harness on him to avoid rubbing against that area until it heals. A visit to his vet is recommended if more bumps are appearing or the area is not resolving.
