From what I can see on the photos this does not really look like a burnt pad. If your dog had burnt his pad, the black hardened skin from the pad would blister and come off. However there may be a fungal infection or bacterial infection of the nailbed and nearby pad. So I suggest you have your veterinarian check it out just in case.
