Why is my young puppy scared and having trouble with leash training?

Oscar seems to be very scared if he is picked up or held up, he shakes a lot also he hasn't barked since we got him but he does play and growl, he's also a very smart dog (will bite at your clothing when he needs to use the bathroom) but just can't seem to get the concept of a leash. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 1 month and 11 days old | 7 lbs
