My dog won't eat or drink and is scared. Could it be heatstroke?

Pet's info: Dog | Chihuahua | Male | unneutered | 4 years and 9 months old | 9 lbs

Loco isn't drinking water or eating he just wants to cling on to me .... he's been like this he does not want to do much of anything today and he just looks scared and I'm scared could it be the heat? He's an inside dog but loves to sit on the porch

It could be that Loco is really hot, as that can affect a dog eating and drinking. Keep him indoors, and put him in front of a fan to try to cool him down. See if that helps with him eating or drinking. Another possibility is there could be a medical illness causing him to not eat or drinking. If cooling him down doesn't help, or he develops other signs such as excessive panting, vomiting, very hot to the touch, excessive drooling, or rapid heart rate, take him into a vet right away.
