Is it safe for my puppy to go outside in public before vaccinated?

Pet's info: Dog | Goldendoodle | Male | unneutered | 2 months and 2 days old | 10 lbs

I was told my puppy should not go outside until he is fully vaccinated. He is currently 9 wks old. I reluctantly got pee pads so he didn't go outside. I don't like the idea, as now he is getting used to going inside. I plan to take him out as soon as I can and bring a pee pad outside and slowly take it away to get him used to the idea. I live in NYC...do you also agree not to take him outside until fully vaccinated (7 wks from now). I feel he is missing critical development and socialization...

I do worry a little about him going outside if he has to go into areas that are public areas and where other dogs have been. The problem is that if other dogs have been in that area and you don't know whether or not they have been vaccinated, Diggy could just at risk for developing some serious viruses. If you live in a house and you have a private yard, then I would be less worried about this and I think starting to allow him to go into your yard only then you would be okay. I would only allow him to socialize with dogs of your friends whom you know are fully vaccinated. I hope this helps!
