Why is my dog scooting, licking his anus, and having diarrhea?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 22 lbs

Recently, we were gifted a dog because a family friend was leaving the country for personal reasons, and gave us their dog. The dog's anus currently seems irritated, and he is constantly scooting his bottom on the carpet, and licking his bottom as well, When he poops, his feces comes out fluid like also.

It sounds like Benji need to be seen by a veterinarian. The diarrhea may be causing the external irriation around his rectum or he may have an anal gland infection or impaction.
