If she seems in distress while doing this, is unable to move or coordinate her limps properly, or appears to be having a seizure, it is best to seek veterinary care immediately. Illness, injury, neurologic or muscular issues, etc can all cause this to happen and should be treated by a vet immediately. If she is just rolling around, chirping, seems interested in the environment around her, and seems to be enjoying herself, this is a normal behavior of cats and just means she's feeling comfortable.
