My dog has dry skin. Is fish oil or olive oil safe to use orally or topically?

Gizmo has really dry skin, especially around her ears. Is it safe to use the oil from a fish oil tablet and rub on her skin? Can I add some to her food? Or can I add a vegetable or Olive oil to her food to help replace some oil? Pet's info: Cat | Mixed Breed | Female | unspayed | 10 lbs

I would recommend an oral fatty acid supplement to help keep the skin healthy. Welactin is one we commonly use, though your vet can also recommend a product or your local pet store may also carry fatty acid supplements.
