My dog's penis is bleeding and swollen. Should I go to the ER?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 6 years and 2 months old | 14 lbs

Hello my dog is bleeding from his private area. It was swollen and had a few cuts that i can see and he is constantly licking down there. My vet opens in an hour and a half, I'm wondering if i should take him to the ER or wait to talk to his regular vet

No this is not an emergency, your dog is probably suffering from a prostate disease (cancer or infection), your vet will need to check the prostate in order to confirm it, hopefully it is not a tumor and having him neutered can solve this condition.
