If Tuki is refusing to eat at all it is best to seek out veterinary care in person. Not eating can be a sign of a number of things including pain, illness, injury, diseases, etc and a complete exam is best to try and find any underling causes for it. It could also be that Tuki is very stressed out, which can also cause feather plucking. Making sure he has access to food and water without other birds blocking him from it, offering some fun toys with tasty treats hidden within, playing a soothing talk show, or even spending time together may all help, however if he appears very ill or still refuses to eat, vet care is needed.
