I take my bearded dragon out of her tank and set her on the floor to walk around. If I set her anywhere near her tank she starts to glass surf but on the outside. The temperatures in the tank are correct and my room is pretty warm and she does it almost right away. If I set her across the room she doesn't do it until she gets closer and spots it. I don't know why she does it on the outside though?

She may be able to see her reflection better form the outside. It is possible the angle of view is such that it makes this possible. She may also simply want to return to the security of her enclosure if she is in close proximity to it.
