Found a skinny stray cat with fleas and a bad tail. What to do?

Stray cat showed up to my house.. he’s super skinny, and looks like he has a bunch of fleas.. my concern is his tail. Any idea what’s wrong with it? Pet's info: Cat | Domestic Shorthair | Male
