Why is my dog scratching, biting, and licking so much? He's miserable!

My dog went missing around when has 6 months old. This was last year. When we found him it was late October 2017 and he had this on him. It eventually went away but now has came back, and all he does all day n night is scratch , bite, lick, and just seems miserable. Idk what to do and haven't had the money to take him to the vet yet. I wasn't sure if it was mange or not due to we have another dog in the house but she seems to be fine and doesn't bite or scratch at all. I'm worried about him.

Hi, thanks for using PetCoach! Poor Kobe! He looks as though he should be miserable. That location on the back is classic for fleas. I would check closely for that. Some dogs are flea allergic and it only takes one flea bite to cause an allergic reaction (from flea saliva). I would use a good flea and tick preventative on both your dogs. I like the Seresto collar or any of the oral medications (Nexgard, Simparica, Bravecto). Kobe should see a Vet to ease his suffering. You can find low cost veterinary clinics with in some SPCA's. He ideally needs antibiotics and steroids.
