My dog has things on her despite flea prevention. Are they fleas?

Pet's info: Dog | Pit Bull Terrier | Female | unspayed | 2 years and 10 months old

I keep pulling these off my dog. Are the fleas? She had her dose of flea and tick last week. I have this on a wet paper towel.

This looks like a piece of thread or potentially plant material to me and not like any kind of parasite.
