My dog has paralyzed back legs. Can he still feel his bladder?

My 12 year old German Shepard has spinal arthritis and has paralysed back legs... He hasn't wee'd in several hours can he still feel his bladder or not because of the paralysis. Pet's info: Dog | German Shepherd | Male | neutered | 99.21 lbs
