My dog has paralyzed back legs. Can he still feel his bladder?

Pet's info: Dog | German Shepherd | Male | neutered | 99.21 lbs

My 12 year old German Shepard has spinal arthritis and has paralysed back legs... He hasn't wee'd in several hours can he still feel his bladder or not because of the paralysis

This is an emergency situation as Cooper needs to urinate and empty the bladder as soon as possible, otherwise it will get over-distended and become flaccid permanently. An immediate check up at your local veterinarian is absolutely needed as soon as possible.
