Adopted dog pees and whines when touched. Is it abuse or fear?

Pet's info: Dog | German Shepherd | Female | unspayed | 11 months and 28 days old

We adopted Hurley from a family friend last month. We have noticed if we pet her, talk nice to her, hug her, or even get mad around her she pees. She even whines while being pet and talked to kindly. Its constant, happens all the time. What could cause this? We don't want to believe it, but is it possible that she was abused?

Many people assume a dog who seems scared was abused, but most often these dogs actually just lacked socialization at a critical age of development as puppies. I cannot say for certaint that is the case, but it is quite common. German shepherds unfortunately also have a tendency to be fearful if unsocialized. If this is happening so frequently I would recommend bringing her in to the vet to discuss the issue. They may recommend a behaviorist or specialized trainer, and/or antianxiety medication to help her be a happier pup!
