Is the kennel couch vaccine considered safe for a dog with a grade 1 heart murmur? He is up to date with his rabies & DhPPC vaccines that he got in 2016 which are good until 2019 but I never got him the kennel cough vaccine (he got his shots at a city hall low cost shot clinic & only took cash & I only had enough for the rabies & dhppc). im getting married in May of next year & will probably have to board them since dogs are not allowed at my venue.

Yes, this vaccine is safe for your dog. It is important that he have enough time to build up immunity after the vaccine prior to boarding. For first time Bordetella vaccines, it is typically a series of two given 3-4 weeks apart. You want the second vaccine to be given at least 2 weeks before his boarding appointment.
