I put some flea and tick (topical) yesterday. About 4 hours later I noticed a rash and gave him a bath. The rash is now gone but now he is favorIng his back right leg. I have massaged it, pulled on it, etc just to see if here was something in his foot and he didn’t whine or cry about it. Did this flea and tick treatment get into his nervous system? Should I be worried?! He can walk on his own but seems to stop to lick his foot and pays close attention to his foot. What should I do?

It is unlikely that the 2 are related. He may have injured his leg or foot by jumping or playing. Typically if flea medications causes any systemic problems, the whole body is affected and he will shake all over, it will not be isolated to a single leg He may have a damage nail or pad or have a soft tissue injury. I would keep him rested, you can soak his foot in a warm water bath to help. If it continues then I would see a vet for medication and treatment
