New Russian tortoise has white spots & missing scales. Is this normal?

Dear Petco Pet Education Center, I have a 4 inch Russian Tortoise. I got her less than a week ago, and I've noticed that little white spots on her face and neck have developed where some scales have fallen off. - Is there anything I can do to prevent this? - Is this a problem for her health/ well being?

This is a tough question to answer without maybe some photos to reference what you are talking about? The spots can be from a bacteria or fungal infection, calcium in her diet, wounds from rubbing etc. maybe try to repost with some pictures and I can try to give more specific advice?
