No, kidney failure on its own would not cause blood, mucus, or any other type of discharge in the urine. It's possible that Honey has a bladder infection, bladder stones, or some other problem causing this. I would recommend taking her to the vet for an exam - he/she can do a urinalysis as well as x-rays or ultrasound if needed to help determine what is causing the bloody discharge and get her started on appropriate treatment depending on what is found.
