My neighbor's cats are neglected and causing problems. What to do?

My neighbors male cats .black and white constantly sprays .their owners dont let them in or feed them properly and they are bassicly living as strays.I cant let my cats out as they attack my male kitten and rub againt my female one leaving fleas on her.They also only poo in my garden They're constanly there.B&W male runs in my house and sprays and is in bad condition with gashes on his body also both are very thin. Grey male is losing hair.both have gooey eyes and sneeze. + loud screams at night

You need to call the RSPCA as this is also a welfare issue. The care of cat is regulated through the animal welfare act and it sounds like the basic needs of these cats are not met. I would suggest to speak to the RSPCA and although it can take time to get hold of them they are brilliant at helping in these kinds of issues.

    Hello and welcome to Petco Pet Education Center, formerly Petcoach. I would recommend calling your local council or pound to come and see and collect the two cats. If the owners deny owning them, then the council will collect them and bring them to the pound for treatment and rehoming, otherwise, if the owners say they are responsible, they will be required to pursue treatment.
