Why does my dog have skin tags and brown gunk in his ears? What to do?

I have to a beagle who's 1.5 years old. He has recently developed a few skin tags under his ear flaps and in his ear I can notice some brown substance accumulated. Whay can be that, and what should be done? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male
