Why does my dog have skin tags and brown gunk in his ears? What to do?

I have to a beagle who's 1.5 years old. He has recently developed a few skin tags under his ear flaps and in his ear I can notice some brown substance accumulated. Whay can be that, and what should be done?

These skin tags look like ticks whereas the brown discharge can be suggestive of an external ear canal infection. A check up would be requires as soon as possible to confirm these clinical suspicions and treat appropriately.
