I have a l year old chihuahua and adopted a 10 year old one this past weekend. They have been growling at each other and today I saw the 10 year old licking and nibbling the 1 year olds penis. Is this normal? Is it sexual? Should I stop it? The 10 year has been humping all my dogs soft toys. Both dogs are neutered, Pet's info: Dog | Chihuahua | Male | neutered | 15 lbs

It is not sexual, but it is behavioral. This is how they are establishing which will be the dominant, leader of the pack, dog. You do not have to stop some things but I would keep a close watch on the growling and make sure it does not progress to biting or attacking. From there it the behaviors will likely improve as they adjust more
