Why is my German Shepherd's back swollen with lumps and hair loss?

My female german shepard developed a lump on her lower back a while back. We were told by vets that it was not cancerous and wasn’t a concern nor would it affect her day to day life. Recently she has began to develop smaller lumps and her lower back seems swollen, almost like to rolls, she has lost hair on her lower back and tail aswell.
