Why does my dog have red scabby lumps and yellowish penis discharge?

These red scabby lumps have appeared within the last week. Nothing substantial has changed. He is up to date on his flea prevention. Today I am seeing yellowish goopy discharge from his penis. What could this be? Pet's info: Dog | Golden Retriever | Male | neutered | 9 months and 12 days old | 60 lbs

I would recommend having a veterinarian take a look at this so that the most appropriate diagnostic and treatment recommendations can be made. If you are unable to get to a veterinarian right away, I would recommend the below following products which can be found online quite easily.
