Why is my Gouldian finch fluffed, on cage floor, and not flying?

My male gouldian finch is acting funny. He’s fluffed up a little will Harley open his eyes spending most of his time on the floor of his cage and seems like he’s rocking when he’s perched on a branch. He’s not flying right either. Pet's info: Bird | Unknown - Bird | Male | unneutered | 0 lbs

It sounds like your bird is not feeling so great! Unfortunately, those are very vague signs of illness that you listed, so he'll need to be seen by a vet to try and figure out the underlying cause to get treated and feeling better. Illness, disease, malnutrition, parasites, infections, etc can all be potential causes of illness, so finding the right one with your vet is best. Until you can get into your vet, keeping him calm, quiet, and with easy access to food and water may help, but vet care is needed if he is showing these symptoms currently.
