Why is my Maltese puppy licking dark spots on his skin?

Pet's info: Dog | Maltese | Male | 9 months and 18 days old | 15 lbs

Okay so my maltese (10months) has literally dark spots all over his body. He is licking(and scratching) them, actually his body, a lot. it is an allergy i am 99% sure but i don't know what to do. They are usually big spots placed on a different body areas. i can see that he is bothering so i feel so sad. We are not in a good money situation tbh so I'm not sure we can afford a vet atm. We tried changing food but nothing. Thanks.

The dark areas that are shown in your photo are normal areas of skin pigment. Even white dogs can have pigment on their skin. The skin in the photo looks very healthy and not indicative of a chronic dermatitis condition.
