How do I stop my dog from freezing and splooting near other dogs?

Stalking/Splooting: We live in a very busy dog-friendly area. She becomes laser focused when another dog is near, I lean into her and/or make a sound which never works. She slowly gets down low and then flattens her body to the ground. I attempt to pick her up by her harness but she is 60 lbs dead weight until the other dog is out of sight. If she greets the other dog, she stands perfectly still with tail wagging and loses interest quickly. She doesn’t do treats—I’ve tried them all. Help to stop.
