Pet's info: Dog | Pit Bull Terrier | Female | spayed | 4 years old | 60 lbs
Stalking/Splooting: We live in a very busy dog-friendly area. She becomes laser focused when another dog is near, I lean into her and/or make a sound which never works. She slowly gets down low and then flattens her body to the ground. I attempt to pick her up by her harness but she is 60 lbs dead weight until the other dog is out of sight. If she greets the other dog, she stands perfectly still with tail wagging and loses interest quickly. She doesn’t do treats—I’ve tried them all. Help to stop

It's hard to tell from your question if this is a true problem (meaning an unhealthy/pathologic behavior) or a nuisance behavior. If she's relaxed and friendly with other dogs, it may not be a behavior you really need to change. Since it's bugging you, you can try using toys to distract her instead of food. The key is getting her attention before she focuses on the other dog. If toys don't work, and you feel it's a problem, the next step would be having an appointment with a good trainer or a veterinary behaviorist.
