My dog is itchy and has a spot on her belly. Is it a skin infection?

Pet's info: Dog | Border Collie | Female | unspayed | 1 year and 6 months old | 35 lbs

My dog has been rather itchy for the past week or so, and I just found this on her stomach while rubbing her belly ( picture attached ). I am quite a worrisome dog mom, so Just want to figure out how serious it is!

I would recommend calling your vet in the morning. No need to rush Kiwi in. Looks like a skin infection is starting most likely from allergies. With such a localized lesion a shampoo may just be whats needed, she might not need oral antibiotics yet. I would talk to your vet about allergy medication if she is really that itchy.
