My puppy hates water. How can I cool her down in the summer heat?

It's getting really hot here and I was just wondering what I could do to cool my puppy. And btw she don't like water. Pet's info: Dog | Bichon Frise | Female | 3 months and 12 days old | 390 lbs

IF you have a fun, you can try using it near her, if she doesn't like it just open the windows in your house this should be enough to cool her down, i understand that it is hot at the moment in Norway but it is relative, many dogs live in those temperatures and much higher most of the year.
