My dog has a penis blister after daycare. What is it? Jumpsuit on?

Pet's info: Dog | Miniature Poodle | Male | neutered | 5 months and 15 days old | 15 lbs

Hello! I noticed Jack licking after picking him up from daycare. A closer look revealed what looks like a blister on his penis... he has a cotton jumpsuit he wore to prevent licking a hernia repair so I put that on him until I can call his doctor in the morning. Any idea what this blister could be and do you recommend keeping the jumpsuit on over night to prevent licking? Photo attached.

This looks like a localized area of infection (a pustule). I think it is a good idea to keep the jumpsuit on him so he doesn’t irritate the skin any more over night.
