What are these pimples on my puppy's belly? Vet or special shampoo?

We found a puppy who is about 8 weeks old on the side of the road and decided to take her in. She seems to be part pit/ boxer/ lab. She has developed pimple looking like pustules on her belly. Can these just be fixed with special shampoo or should we take her into the vet? Pet's info: Dog | Mixed Breed | Female | unspayed | 16 lbs
