My neutered dog is leaking urine and has a fatty area around his penis

My dog got castrated but now he keeps leaking out of his willy now and again and the area is fatty around the willy

This probably normal, however if he leaks urine then you should have your vet examine him. He may need medication to help him hold his urine. The "fatty" tissue around the penis could be a swelling, edema or fat indeed. If it is just fat then I would not worry about it. Swelling and edema needs to be investigated, as he could have an infection. Schedule an appointment with your vet for an exam.
