Why is my pug afraid of other pugs and how can I help him socialize?

My pug is afraid of other pugs . He barks at bigger dogs but when I met a female pug the other day he started to run and was clearly afraid . Why is that so ? And what could I do to help him get friendly with other pugs ? Pet's info: Dog | Pug | Male | unneutered | 1 year old

It may be that Jack was afraid of that particular Pug. Some dogs are very dominant and he may have been submissive to her. The more time you spend around a particular dog, the more likely they are to get along. I usually take my dogs for a long walk with the dog they are meeting.
