is it legal for a vet to euthanize a animal if authorized to do so by someone other than the pet owner?

No, it is not legal for a vet to knowingly euthanize an animal without the owner's consent; unless they did so to prevent unnecessary pain and suffering in a terminally ill or injured animal in the absence of an owner being present. The laws surrounding these subjects vary by state. The Texas Licensing Board would be able to provide more information.
