My budgie's blue cere changed color and has discharge. Is it female?

Hi, m Sara. 39/F. We got a blue budgie on 12/10/17. It was a gift for my Mother that she and I have been caring for. Diego, had a blue cere which is now a tan color. Looks like a bit of try brown stuff coming out of his nostrils/nares. Can you please tell me if he maybe a female? And if / when we should get him a mate. Also, I've placed a coconut nest I made. But he didn't go inside. Should I remove it.? I've tried a small box house, which he didn't care for as well. He has yet to hop on my

Budgies are born with blue Ceres. As they age the females Ceres with fade to a yellow brown color. Based on your description, it sounds like Diego may be a female. I recommend using a nesting box that you can pick up from your pet store. It may take some time before Diego gets used to using it.
