That is likely "smegma", a normal discharge in intact males. You can have your veterinarian exam him for confirmation. Monitor for excessive discharge or licking or for bloody discharge or difficulty urinating.

    Some yellow-white or slightly green tinged discharge from the end the prepuce is normal. This is smegma, which is made up of dead cells and other material that collects within the enclosed space of a dog’s prepuce. Dogs with bloody or pus-like discharge from the penis or prepuce should be seen by a veterinarian.

    It could be smegma. This is a normal discharge, and it actually comes from the sheath of the penis. As long as Rock is eating and drinking normally, he's not licking his penis excessively, he is going to the bathroom normally, and he's behaving normally, then it is not something about which to worry.

    Hello, that is normal secretion from male dogs and especially those whom are not neutered. This discharge tends to subside after neutering. As long as he is eating and drinking normally, and is not constantly licking at his prepuce, then this is normal. Hope this helps and best of luck.
