Why is my Maltese dog's penis dragging, painful, and affecting him?

My Maltese appears to be abnormally large and dark when erect. His penis drags on the floor at times and until he relaxes he can barely walk. It's appearance is very concerning. He always is very hesitant to allow me to touch his bottom including washing him in the tub. He seems frequently on edge and can snap at any time. I'm just wondering if there's something to be concerned about and could this be causing discomfort or even affecting his temperament? Can you please advise? Pet's info: Dog | Maltese | Male | neutered | 1 year and 7 months old | 13 lbs

Poor Artie! From your description, it certainly doesn't sound like his penis appearance is normal, and it could be be infected or injured.
