My old Mastiff has a black tail bump & trouble standing. What to do?

I have an english mastiff, namely Bheem. He's 12yrs old. I noticed a huge black bump on his tail a month ago. I don't know what it is. He is also having trouble in getting up. I have pick him up in order for him to stand. What should I do. Pet's info: Dog | Mastiff | Male | neutered | 132 lbs
