My Shih Tzu puppy has a blue ring around its eye. Is this normal?

Looked at shih tzu puppy it had blue ring around his eye? He had dark eyes with blue ring around the dark eye?

Most puppies have blue eyes when they are extremely young. It can take some time for all of the pigment to show up in puppies and change their eyes from the "puppy blue" to their permanent color. If the puppy was older than 8 weeks and there is only one blue eye, then this could be a sign of a problem.
